INVESTING IN THE PROGRAM OF IMPORT SUBSTITUTION IN THE OIL

AND GAS INDUSTRY ИНВЕСТИРОВАНИЕ ПРОГРАММЫ ИМПОРТОЗАМЕЩЕНИЯ В НЕФТЕГАЗОВОЙ

In order to get rid of the "import needle" it is necessary to introduce innovations, stimulate investment in the industry and create own productions. According to the Ministry of industry and trade plans, comprehensive implementation of all these measures will help to reduce by 2020 the import dependence in the oil and gas sector from 60% to 43 %.

The main problem of import substitution program implementation is the lack of funding. Reducing the share of import dependence will require significant investment and time for setting up the production.

Investment is one of the fundamental elements of country's industrial sectors development. World experience shows that import substitution should be based primarily on private initiative, with the flexibility to be maintained by the state.

In the Republic of Tatarstan one of the best solutions in the field of import substitution was the construction project «TANECO». Public JSC «TATNEFT» not only closed the production cycle from raw material extraction to the production and sales of finished products, but also provide significant synergistic effect for the Russian economy as a whole. Major orders received domestic enterprises, research and design institutes. At present «TANECO» objects average domestic use of equipment and materials is 75%. The total investment in the «TANECO» has made more than 250 billion rubles.

Some experts believe that the sanctions in 2014 will affect the development of the national economy and its leading industries with a time lag (3-5 years). Therefore, Russia can use this time for the production of import-substituting products, bringing innovation and investment in third country markets.
