PRESENT STATE AND PROSPECTS OF DEVELOPMENT OF PRODUCTION ANDCONSUMPTION RECYCLING SYSTEM IN ALMETYEVSK REGION

Every year more than 10 million tons of wasteare formed in the Republic of Tatarstan, 60% of which are farm animal wastes, 28% - industrial, and 12% -household wastes. Only 10% of the total volume of collected industrial andhousehold wastesare used as secondary resources. Annually more than 500 tons of waste are generated in Almetyevsk district. The total area of waste disposal sites is already more than 360 hectares in the Republic of Tatarstan. The current waste management system is mainlybasedon their burial in landfills of domestic solid wastes or long-term storage at specialized facilities.
In 2001 the Almetyevsk district and city administration decided to build a waste sorting station in order to improve the quality of works and services in the field of sanitary cleaning. Since March 30, 2006 joint stock company "Ecoservice" is engaged in collecting, removing, sorting and disposal of solid household wastes. At the waste sorting station the waste is weighed and, depending on the morphological structure is sent to sorting or burial. Putting into operation the waste sorting station contributed to the solution of problems of improving the ecological situation, increasing the life of the landfill, the extraction of secondary raw materialsfrom solid household waste. Non-recyclable materials and wasteshaving been sorted outare disposed in the solid waste landfill. A landfill site is the first improved landfillin theRepublic of Tatarstan. Here they use layer by layer filling of wastes by the soil, the drainage system of water collection.
PC "Tatneft" has established a complex system of collectingand recycling the production and consumption wastes, using them as a raw material for producing market products. This system includes a sludge, plastic waste, waste cables, industrial and motor oils recycling. Disposal of waste oil in PC "Tatneft" is conducted at the specialized enterpriseof Limited Liability Company (LLC) "Vtornefteprodukt".
To ensure environmentally safe handlingwith wasteproducts in PC "Tatneft"itis necessary to work in the following areas:modernization of production, introduction of low-waste technologies;development and improvement of waste recycling system;introduction of resource-saving and environmentally friendly waste treatment technologies;development of an automated waste accounting system; development of organizational and technical measures aimed at prevention and elimination of emergency environmental pollution hazardous waste.
The proposed measures will improve the condition of the environment, reduce the risk of exposure to the different types of anthropogenic pollution, thereby stabilizing the ecological and sanitary-epidemiological situation in the district and improve health data.
