THE SYSTEM OF HIGH EDUCATION IN FINLAND СИСТЕМА ВЫСШЕГО ОБРАЗОВАНИЯ В ФИНЛЯНДИИ

Higher education has a significant role in Finnish society and the national innovation system: the universities and polytechnics make a crucial contribution toward a world-class knowledge society. In order to enable and further this goal, the Finnish government is raising the share of R&D expenditure to 4 per cent of the GDP over the next few years. In a recent global competitiveness report by the World Economic Forum (WEF), Finland came out as one of the most competitive and innovation-driven economies in the world.
Topping the agenda in Finnish higher education is internationalization. The Ministry of Education has recently launched a Strategy for the Internationalization of Higher Education Institutions in Finland for 2009-2015, which envisages the creation of a genuinely international higher education and research community. In line with the new mobility goals, international degrees students should make up 7 per cent of the students in Finnish higher education by 2015 and 20 per cent of the students at graduate schools.
The Finnish higher education system comprises two complementary sectors: universities and the professionally-oriented polytechnics (also known as universities of applied sciences). All Finnish higher education institutions (HEIs) are traditionally public institutions, and public funding is their major source of finance.
The polytechnics are multi-field institutions, training professionals in response to labour market needs and regional development. They also undertake applied research and development, integrating practical experience and the latest knowledge and know-how. The Finnish polytechnics provide education and training in eight fields of study: Humanities and Education; Culture; Social Sciences, Business and Administration; Natural Sciences; Technology, Communication and
