LIFELONG LEARNING SYSTEM AND SOCIAL WELL - BEING OF NATION

The political and socio-economic changes that took place in our country brought about changes in the qualifications and profile of higher education. Traditional ua]jfications are becoming less frequent due to the decrease of production activity on such sectors as oil and gas processing on the one hand and promotion of other activities in such areas as service and management technology on the other. Under these conditions, taking into consideration the trends and experiences of other countries where there is a full harmonization of the education system with employ possibilities, and in cooperation with the government, a new project was developed -the General agreement between education, government and industry.
It is understandable that the efforts and results that have been achieved until now ask for a closer cooperation between our institution and the Ministry of Education and Science, enterprises of industry in order that the changes take place on the basis of labor reality and the employment system that exists in Tatarstan.
The changes related to structure, profile and qualifications cannot be considered as sufficient. Taking.into account the trends and experience of the others, we think that we should try to better match the education system the needs of employment.
Lifelong learning is a way of providing broad access to a wide variety of teaching and leaning opportunities and approaches ranging from traditional, on - campus instruction to internet - based courses, all used in the most effective and efficient ways passel, but it will be more effective if it has clusters as an assistant grade. They can be developed in partnerships with other colleges and universities, primary and secondary schools, government, private sector organizations, enterprises - based on the knowledge and understanding that learning will take place throughout the life every time.
New knowledge, innovative forms of work and technologies can be increased only m a world where the majority of the population is ready to get knowledge, to study tor all their live, because education and the ability to learn are essential in a world in which hew knowledge increases at an exponential rate, and knowledge can be reflected at practical work.
